The White House disclosed the initiation of government employee terminations on the end of the week, following through on prior threats in response to the continuing federal funding lapse, which is set to stretch into its third consecutive week.

Official Announcement and Initial Details

Russell Vought wrote on a public platform that “reductions in force have begun,” referring to the official procedure for terminating staff.

While the official provided no details on which agencies were affected, a treasury spokesperson stated that notices had been distributed within that agency. Additionally, a Department of Homeland Security spokesperson noted that layoffs would also occur at the CISA. Also, a union representing federal workers confirmed that members at the Education Department would be impacted by the staff cuts.

Union Response and Court Actions

Labor representatives cautions that the terminations would have “severe consequences” on services used by millions of Americans and vowed to challenge the actions in the legal system.

“It is disgraceful that the government has used the funding lapse as an pretext to wrongfully terminate thousands of workers who deliver critical services to the public across the country,” stated Everett Kelley, who leads the American Federation of Government Employees.

The AFL-CIO responded to the announcement, declaring, “Labor organizations will see you in court.”

Legislative Impasse and Budget Dispute

Congressional Democrats have refused to support a Republican-backed bill to restore funding unless it includes provisions related to health policy. After multiple unsuccessful votes, the Senate’s Republican leaders have put the chamber in recess until the following week, meaning the deadlock is not expected to be resolved before then.

During a press conference, the Republican House speaker, Mike Johnson, criticized Senate Democrats for not supporting the GOP proposal, which passed in the House on a near party-line vote.

“This is the last paycheck that government employees will see until Washington Democrats decide to fulfill their duties and reopen the government,” Johnson stated. “Starting next week, military personnel, who often live paycheck to paycheck, are going to miss a complete payment.”

Legal and Operational Constraints

Previously, labor groups filed for a court injunction to prevent the administration from implementing any reductions in force during the shutdown. Moreover, a federal judge ordered the government to disclose details on layoff plans, impacted departments, and if any government staff had been brought back to execute layoffs.

An analysis argued that a government shutdown limits the authority of the administration to carry out firings, citing guidance that admitted any permanent layoffs need to have been initiated prior to the shutdown began.

Consequences for Employees

The layoffs occurred on the same day that government employees received only a incomplete payment covering the end of September but not the start of the current month, since funding expired at the beginning of the month.

A public service advocate, the president of the non-profit Partnership for Public Service, criticized the political stalemate’s impact on government workers.

“It is wrong to make government staff suffer because our elected officials in the legislature and the White House have not succeeded to keep our federal operations open and operational,” Stier said. The flight regulators, VA nurses, wildland firefighters and safety officials are not responsible for this funding crisis.”

The irony is that members of Congress and top administration officials are still receiving salaries amid the shutdown.
